Amendment C80 - Carlisle Street Structure Plan

New Planning Policy and Controls for the Carlisle Street Major Activity Centre - Amendment C80

Approval of Amendment: 

Further to Council’s adoption of Amendment C80 to the Port Phillip Planning Scheme on 12 December 2011, the Minister for Planning has approved Amendment C80 to the Port Phillip Planning Scheme. The amendment came into effect on 10th May 2012, the date the notice of approval was published in the Victoria Government Gazette. The amendment provides for the statutory implementation of the Carlisle Street Activity Centre Structure Plan (2009) and Carlisle Street Urban Design Framework (2009).

Amendment C80 makes a range of planning scheme changes which help to guide future land use change and development in the activity centre in line with the Structure Plan and Urban Design Framework. These changes include:

-    A new local policy to guide future planning decisions (Local Planning Policy -Clause 22.11).

-    New development controls which establish clear design objectives and requirements for the height and form of new development (Design and Development Overlay 21).

-    The rezoning of various properties to better reflect existing land use and to facilitate desired future land use outcomes.

-    New ‘Neighbourhood Character Statements’ for residential precincts surrounding the activity centre which will ensure new residential development is sensitive to the highly valued streetscape character of these areas.

 
What process did the Amendment go through:

The amendment was placed on public exhibition from 15 September to 17 October 2011.

During the exhibition period, Council received a total of thirteen (13) written submissions to Amendment C80. Seven submissions expressed support for / raised no objection to Amendment C80, and sought no change to the amendment as exhibited.

The remaining six submissions each expressed some support for the amendment overall, but raised objection to particular elements of the proposed planning controls as they relate to specific sites or precincts.

Council considered the submissions and adopted the amendment (with minor changes) on 12 December 2011. View the 12 December 2011 Council Report, Minutes and adopted amendment here. The amendment was forwarded to the Minister for Planning for final approval following Council’s adoption of the amendment.

What else is happening in Carlisle Street:

Changing the planning scheme through Amendment C80 is only one means of implementing Council’s Structure Plan for Carlisle Street. Other initiatives happening within the activity centre include:

Development of a new Family and Children’s Hub near the corner of Carlisle and Chapel Street.

Upgrade of Balaclava Station – with $13M funding committed by the State Government. Council is working closely with the Department of Transport to minimise disruptions at the construction phase and to develop a complementary concept plan for improving the walkways leading to the station.

A range of initiatives which improve the walking environment in the centre have already been implemented including 40km/hr speed limits and the ‘yellow’ raised street crossings which give priority to pedestrians.

Future redevelopment of the supermarket and associated car park sites is also being further investigated, to improve the quality of the retail offer. Integration with the existing shops along Carlisle Street and an improved interface with adjoining residential areas are key priorities.
