Revised Planning Policies - Amendment C62

Revised Local Planning Policy Framework and Public Open Space Contribution

Amendment C62 has been approved. 

Port Phillip Planning Scheme Amendment C62 was approved by the Minister for Planning and gazetted on Monday 27 June 2011.

Amendment C62 revised Port Phillip’s planning vision and policies contained in the Local Planning Policy Framework (LPPF).  The LPPF includes Clause 21 – Municipal Strategic Statement and Clause 22 – Local Planning Policies.  The amendment also introduced a mandatory 5% public open space requirement through the Schedule to Clause 52.01 - Public open space contribution and subdivision.

What process did the amendment go through?

Amendment C62 was publicly exhibited for two months (February to April 2010).  Submissions closed on 12 April 2010.  Nineteen written submissions were received.  All the submissions were considered by Council at its meeting on 28 June 2010.  Council considered the submissions, recommended some minor changes to the amendment in response to submissions and referred the submissions and the amendment to an independent Planning Panel (appointed by the Minister for Planning) for consideration. (To view the 28th June Council report, summary of submissions and proposed changes click here.)  

The panel hearing was held on 8 September 2010.  The report of the Panel was received by Council on 1 November 2010. The Panel recommended Amendment C62 should be adopted as exhibited, subject to some changes.  Click here to download the Panel Report.

Council considered the Panel Report and adopted Amendment C62 (with minor changes) on Monday 13 December 2010.  (To view 13 December 2010 Council Report, Minutes and adopted amendment, click here.  The amendment was forwarded to the Minister for Planning for final approval.  It was approved with changes and is now part of the Planning Scheme.
