The City of Port Phillip is an Active and Creative City, where opportunities for people to enrich mind and body abound. It's a place where getting involved is encouraged and the richness of individual experience is treasured.
The Active and Creative City Framework goes beyond rhetoric and sets out a concrete plan for the council's major recreational and cultural providers (Sport and Recreation, Youth Services, Arts and Festivals Services and the Library Service). Within the Active and Creative City Framework, Council has endorsed four key strategies: the Sport and Recreation Strategy, Creative Futures Strategy, Youth Development Strategy and Events Management Strategy.

Sport and Receation Strategy, 2008
The Sport and Recreation Strategy aims to encourage and support participation in sport, leisure and recreation activities for all abilities at all stages of life across the City of Port Phillip.
The strategy sets out to increase opportunities for participation, particularly for juniors and women, improve sporting facilities and improve water management of sporting fields. Strategies to maintain excellent relationships with sporting clubs and to support their role within the community include skills development and provision of council officer advice and expertise.

Creative Futures Strategy, 2008
The Creative Futures Strategy defines the Council's commitment to the cultural life of the City, acknowledging the significant cultural heritage of the the municipality. It sets out strategies to support the creative communities that contribute to the vibrancy of the City and identifies priorities for the Arts and Festivals services and Port Phillip Library Service.
It aspires to make a difference to the City of Port Phillip by implementing three key strategies: 1. Community creating content, 2. Attracting arts and culture and 3. Promoting frameworks for creating meaning.
The strategy updates the PPLS Strategic Plan 2005-08 and the Arts Plan 2003-06 maintaining policy currency and continuity for both service areas.

Youth Development Strategy, 2008
The Youth Development Strategy has been created to support the long-term potential of young people within the context of their family, school and community.
The strategy addresses six key areas for action: 1. Building alliances in a community that collaborates, 2. Learning environments that are accessible, relevant and engaging, 3. Leadership development that empowers young people to speak out and be heard, 4. Supported information access, use and dissemination, 5. Planning, research and advocacy and 6. Access to local services, support and opportunities.

Events Management Strategy, 2008
Events - whether they are large scale commercial events, major music festivals, sporting events, fundraising events or neighbourhood community events - are key ingredients of the renowned cultural life of the City of Port Phillip. The aspiration of the Council administration is for the events staged in Port Phillip to invoke a sense of community pride and increased socialisation.
The strategy aims to help maintain our great reputation as a city that hosts quality sustainable events. It sets out strategies to respond to the wishes and desires of our local residents and traders by aiming to maximise the benefits of our events to the local community, while monitoring and reducing the potential negative impacts of events.
