Sandridge Beach Public Toilet
Construction of Public Toilet to commence at Sandridge (2011)
Council has been undergoing a tender process for the construction of the Sandridge Beach Public Toilet, since early January 2010; this contract has now been awarded to Fercon Property Group Pty Ltd.
Construction of the public toilet is due to commence in August / September 2011 after the sewer main design is finalised by South East Water. The intention is for the toilet to be ready for use by the public in December 2011, which is the peak summer period.
Background information
Community Consultation
Extensive public consultation conducted in 2007 highlighted the need for a public toilet on the Sandridge Beach Foreshore. Committed to community consultation, Council asked residents and community groups to provide feedback on their key priorities for the new facilities at Sandridge Beach Foreshore during February and March 2010.
This feedback guided the design and directed Council to approve the location opposite Fred Jackson Reserve. A design that reflected its natural surrounds and did not disturb the native vegetation within Sandridge Beach foreshore was important to Council and the community. Sustainable design elements were also a key consideration. In addition to safety, the facilities will deliver on Council’s promise to enhance Port Melbourne’s liveability and public spaces, ensuring accessibility for all.
Council engaged local Port Melbourne architect, Hede Architects, to present three conceptual sketches and two priority locations as a starting point for discussion. An information meeting was held at the Sandridge beach foreshore playground on: Monday 29 March, 2010 between 5.30pm – 7.00pm, and Tuesday 30 March, 2010 between 8.00am – 9.30am.
An online and hard copy survey was available to residents and community groups wishing to participate in the process. Feedback was accepted up to the close of business Thursday 1 April, 2010. The information received from community consultation was reported to Council and the designs have been updated based on the community feedback.
A Council report regarding the Sandridge Public Toilet was presented to Council at a meeting on 24 May 2010.
Location
Two locations had been identified in line with the ‘Crime Prevention Through Environmental Design’ (CPTED) principles. Priorities adhered to include: strong influence on safety and perception; high traffic volumes; high visibility of entrances; opposite and close to active areas; with adequate lighting; with selective vegetation

Design
Hede Architects Pty. Ltd , a local Port Melbourne architect, were engaged to develop concept designs in accordance with the following design principles: configuration; orientation; visual assessment; location; aesthetics; materials; structure; Occupational Health & Safety; security lights; Crime Prevention Through Environmental Design (CPTED); interior design and finishes; efficient building design; energy efficiency; water efficiency; accessibility; waste management; constructability check; signage.

The community selected 'option one' as the preferred option and Council has now progressed this design to incorporate specific feedback received in the consultation phase. Updated design
Public Toilet Strategy:
The Port Phillip City Council Public Toilet Strategy 2007 – 2011 is a guide to the provision of accessible Public Toilet facilities and infrastructure across the City of Port Phillip.
Using the analysis of existing conditions and the future destination demand, a number of key locations and opportunities are nominated within each neighbourhood. These sites nominated represent both ‘gaps’ in the location of existing public toilet infrastructure and opportunities to address the likely future demand as assessed.
